Introduction

One of the major challenges for successful project proposals in the 7th framework programme of the European Union (FP 7) is to build a suitable consortium. Generally speaking, research projects usually have to have at least three independent partners from three different countries (for further information see the funding instruments specific guides for applicants). Furthermore, within the security theme end users should be involved in projects as tight as possible. This leads to the challenge of including a variety of research institutes, companies and end users throughout Europe.


Partnering Platform is a service that supports you in finding suitable partners for your ambition - whether you build up a consortium or you are looking for an existing one. Hereunto, you can offer your unique expertise (if you intend to join an existing consortium) or publish a project proposal (if you are building a consortium by yourself). To conduct a partner search, there is no need of any registration. Thus, information on partner profiles - both partner expertise and project proposal - will be fully disclosed to the public.


In order to make the partner search as effective as possible, Partnering Platform is tailored to prevailing calls within the security theme. With that, partner profiles refer to one or multiple topics allowing topic specific partner searches. Furthermore, a NCP will do plausibility checks on profiles in order to gain both, timely and accurate profiles.


Partnering Platform is equally open to everyone regardless of the country of origin. The platform is maintained by a NCP which guarantees neutrality regarding participants and competition. Furthermore, Partnering Platform is free of charge.

How to use the partnering platform

In order to submit your own partner search profile you first have to register on the main page. Hereunto please use the registration link on the top right of the page. Please fill in your details. The blue question marks will guide you.


  • On the second page, choose project proposal, if you intend to draft a project proposal and you are looking for partners in order to complete your consortium. Choose partner expertise if you like to offer your unique expertise in order to join an emerging consortium.
  • Please also assign your profile to activities and topics of the current work programme. Regarding the details of your profile it is advisable to be as specific as possible.
  • If you have more than one specific proposal idea, you can also register multiple accounts (with different profile names).
  • The profile will be available for the public after a plausibility checked by a NCP.
  • You can modify your profile at any time using the login button.

To do a partner search please fill in the form on the left:


  • You can search for the various attributes of a profile, including topics and keywords, abstract, and wants/needs. The search is conducted within in the fields, e.g. "Cyber attacks" will lead to profiles assigned to the topic "Cyber attacks against critical infrastructures". The search term should consist of at least 4 characters in order to conduct a meaningful search.
  • Choose "find just complete words" if you do not want to search within words (e.g. "attack" will not match with "attacks"). Choose "phrase search" if only the exact phrase should be found.
  • You can choose whether you want to search for project proposals, partner expertise, or both.
  • If you are interested in a special topic, please select one from the drop-down list.
  • You may delimit your search regarding one or more Activities. However, this will be ignored if you have chosen a topic from the drop-down list.

After pressing the search button, a list of results will be displayed. By selecting an entry, you can get more details, e.g. an abstract, the specific wants/needs and contact details. We wish you a successful partner search!
